Impact assessment of community-based forest management in the Philippines: a case study of CBFM sites in Nueva Vizcaya

AbstractThis study assessed the impact of the CBFM program to the livelihood and income of tenure holders, forest condition and forest equity (LIFE). The study was carried out in four barangays representing tenure instruments issued under the program : Certificate of Stewardship Contract and Community - Based Forest Management Agreement. Data were gathered through household survey, key informants interview, focused group discussions and direct field observation. Analysis revealed that the number liveliho ods as well as income of the respondents increased after the issuance of tenure. However, at least 40% of the respondents whose income increase perceive the issuance of land tenure instrument has nothing to do with the income change while the remaining 60% believe that CBFMP implementation directly affected the increase in income because of the introduction of forest and non - forest - based livelihoods. Although there was an increase in income, majority of the respondents are still below the poverty threshold. The notable impact of CBFM implementation is the control of timber poaching and slash - and - burn cultivation practices of the local communities as a result of the enforcement of forestry laws and local policies and ordinances by the tenure holde rs themselve s. To cope with the change, tenure holders diversified their crops , integrat ing livestock as well as perennial crops in their farming systems. Forest condition also generally improved as evidenced in the increased of area of natural forests and conversion of grassland areas to tree plantations and agricultural production areas. Su bstantial natural regeneration wa s observed in tree plantation areas and open spaces. However, water quality and quantity as well as fauna resources still need special attention as respondents perceived it to be deteriorating. Forest equity has also improved as manifested in increased participation in PO activities but leadership roles and distribution of benefits still needs some improvement. In general, the DENR benefitted more in the implementation of the CBFM program because of the improved forest condition. The mobilization of local communities as „partners‟ in forest development activities was also proven effective. In contrast, the objective of improving the livelihood and inc ome of participating communities in the CBFM program remains vague because the DENR do not have a clear and workable plan on how to make this objective happen.
