Conflicts in forest resources usage and management : a case study of Phong Dien Nature Reserve, in Thua Thien Hue Province, Vietnam

AbstractForest is the places that provide the useful nature resources for human life. It has beenhigh meaning to the local communities who lived around the forest. However, forest resources in usages had been facing with many conflicts between the people demands and the mitigating of the resources. People exploited the resources but did not to interest in renewable itself, so that the resources lead to became exhausted following times used of human. The conflicts issues in forest resources usages involved as between the human life and the resources; between the users to users; and between the users with States officials, policies, and local rules. In this research, the author presented the conflicts inside of the Phong Dien Nature Reserve (PDNR) in forest resources usage and management processing. The method of this research based on interviews the local people in four villages of the Reserve buffer zone in term of forest resources demand in used and the conflicts in forest management. Key informantsalsoto provided in formation in study site were included the leaders of the PDNR, the leaders of Communes and the Head of the villages. Besides, the Head of the Forest Protection Units (FPU) and the Head of the State Forest Company were the main factors to support conflicts information for this research. Data after collected in the field study was analysis by SPSS tool to pair comparison the different between groups of two villages, which were not the same in ethnicity and location of respondents in the buffer zone of the Reserve. As a result, the conflicts existing in study site are involved as the land holding problems; the conflict in conservation problems with local livelihood in forest management processing. Besides, the conflicts in the buffer zone of the Reserve were existed between the households with households; between the violators with the PDNR, the FPU and with the local authorities. In order to mitigate the conflicts in the Reserve at present is the forest management with local participation in makes plan and implementation the programs processing. Forest Land Allocation is the first step to local community can forest manages and improves their life. With the ethnic people in the highland areas, the States should created jobs based on the indigenous knowledge and the traditional jobs of them. These ways canrestored the indigenous cultural of the ethnics people and opportunity to introducing their cultural traditional productions with out of their communes. The states need makes the flexibility policies to help the poor people around of the nature forest improves their income because of it the best way to sustainable in forest management.
