AbstractNormally, completion project within requirements about time, cost and quality is the major targets of every projects. Construction timely can be regarded is one of three critical factors to evaluate the success of construction project. The construction project could not considersuccessfullyif it was not on time. However, almost of construction project inCambodiahave facedwith this problem. Recentyears, Cambodiaconstruction industry has seen an alarming increase in delay especially in road project.Therefore, this research was conducted with aiming to identify the important causes lead to the delaysand effect of delayon time, cost, and qualityin road project and to suggest the possible solutions to minimize such of delay in Cambodia. Ten most important causes of delay were, based on the findings, (1)working during rainy season, (2)flooding, (3)impact people's land along the road construction project, (4)award project to lowest bid price, (5)frequent equipment breakdowns, (6)poor site arrangement, management & supervision, (7)poor ground condition or soil quality, (8)Poor qualification of the contractor technical staff and project teams, (9)late progress payments, and(10)low productivity of labors.Moreover, this study found that there were not statically significant differences among the consultant and contractor perception.Furthermore, based on the overall result, we can conclude that 3 delay causes were identified the significant factors in term of frequency, severity, importantindex; effect on time, cost, and quality in road project in Cambodia. Three delay causes were (1) Working during rainy season that under external factor, (2) Frequent equipment breakdown that under contractor group, and (3) Poor ground condition or soil quality. The reason is thatthose 3 factors were ranked in top ten from all result of the analysis
