AbstractThis study aims to assess the quality of public project in construction industry. The scope of study was limited in Daklak province. The methodology that the researcher used in this study is qualitative method. Four cases in Daklak province were selected in this study, included two cases about good quality projects and two cases about poor quality projects. Most of data used in this study was found from interviewing experts from government office in Daklak province, combined with the observation of the researcher through site visiting and through literature review, or local newspaper. A cross case analysis was performed in order to find out common reasons for a success or failure of each project. After having main reasons, throughout cross case analyzing, the reasons for the success project will become a lesson learned for failure, on the contrary, the failure of bad project will become things that the project manager should prevent in order to have a good quality project. The result of finding indicated that most of the project in local level was low quality. Most of contractor, and consultant, even the owner still run follow their benefit, not follow the quality of the final product. Besides, in local level, the quality management system was not well implemented. The researcher also suggests some method to improve the quality of public construction project. There should be a change from the owner, supervising consultant, contractor, until subcontractor of a projects. The government hereby should increase the penalty of quality violation in order to let them follow the quality first
