Abstract | Nam Mang 3 hydroelectric power project is located about 70 km north of Vientiane City and owned and operated EDLGEN. It was constructed between 2001 and 2003. Its construction affected severely to the local households and made 140 local households resettled to the new relocation areas in Phoukhaokhouay and Phoukhoakoe villages. The affected resettlers got compensations for the loss of their landholdings, houses, loss of income opportunities from agricultural production etc. None of the study indicated long - term evidences on the impacts of NM3 on the livelihood of the evacuees. For these reasons, the author conducted an exploratory study, especially within a scope of land compensation, access to health care services and education, supply of clean water, income opportunities and their neighborhood. The author conducted the study from January – April 2013 by using survey and in - depth interviews of the affected reseltters and key informants. Sixty - nine surveys were respond ed and it found that the resettlers were not fairly compensated for the loss of their lost assets, significantly land for orchard, paddy and uplands. Ninety - seven percent (97%) of the resettlers agreed that they were compensated fairly for the loss of their houses and got fair support for resettlement. Crop production and fishery of the reseltters faced difficulties and declined due to the reduction in available agricultural land in new villages and unable to access to reservoir for fishery. Incomes from livestock production declined due to the loss of agricultural land. Some resettlers accessed better yields and higher income opportunities from non - timber forest products, especially herb and curcuma. Most neighbors in their new communities were as friendly and cooperative as they were in their place of origin. To improve better livelihood of the resettlers , following recommendations related to household income generation are proposed, (i) Hmongs and Lao Loum should be ware to improve their crop production an d livestock systems and move beyond sufficient production for household consumption to commercial purposes; (ii) both can maximize the use of their limited agriculture land for better yield and high productivity by paying more attention on livestock health , nutrition and hygiene, intensive grazing, modern farming system and use of appropriate technology where necessary;. (iii) Both should be keen to access to livestock and crops market information, especially about demand and price; and (iv) they should have access to reservoir and use new equipment in fishery . |
