AbstractThe world historical data of disasters indicate that their number are on rise at the same time profound increase in the damages of earthquakes are also inevitable due to population growth particularly in Asian context. In 2005 Kashmir earthquake communities in Pakistan were severely affected along with economic and social losses. This event has stimulated the policy makers and planners to establish disaster management policy in the country from the national level to the district and community levels. This research study has made an attempt to investigate the issues related to the community earthquake preparedness and emergency management with the local government system in one of the union council in district Quetta. The preparedness was analyzed both on the community and organizations on the provincial, district and union council levels using key informants interviews and community group discussions. The preparedness and emergency measures were investigated through community perception, awareness about earthquake vulnerability, copping strategies and preparedness methods on the community level to highlight the gaps and loose links within and outside of the community. Emergency stakeholder's analysis was focused to see the emergency preparedness on the provincial and district levels. The overall analysis shows that disasters are still handled at provincial level in Balochistan province and focus on reactive measures instead of being proactive. The disaster management authorities have not been implemented at the district and union council levels within the span of three years of establishment of national disaster management law in the country. It was found that on district and union council levels programmes and projects on disaster preparedness, mitigation and emergency preparedness were almost not exited which have exacerbated the earthquake vulnerability in the future at the district and community levels. On the other hand the community is more vulnerable not only to earthquakes but other hazards associated with earthquake such as Rock fall and land sliding because the community is located near the steep slope of Murdar Mountain on the eastern side of the district. It is concluded that neither the government on provincial and districts levels are prepared nor the community is prepared for seismic emergencies therefore they are affected from time to time due to earthquakes in the district and province
