AbstractIn order to prevent the pandemic of Avian Influenza , making decisions on Avian Influenza control strategy is a significant and complex task because each strategy has its own different devastating impact. With the capability o f the Multi-Criteria Decision Making technique (MCDM), this study is developed to suppor t the Bureau of Disease Control and Veterinary Services, Department of Livestock Development in Thailand. The aim of this study is to develop an Avian Influenza control strategies evaluation system in order to help the decision maker to apply an appropriate strategy that meets with all of the occurred conflicts. The three interrelated major impacts including epidemiological, economics and social-ethical issues are taken into account. In th is study, all of the factors and their priority weights which depend on each impact are identified. The proposed system is a web-based application by using the Multi-Attribute Utility Th eory (MAUT). This system consists of three stakeholder groups: administrator, respondent and executive. Moreover it provides several main functions. The impact, factor and stra tegy are identified and managed by the administrator after that the questionnaire is generated to gather the respondents’ preferences. The result of this research is graphically represen ted into bar charts that executive can easily understand. According to syste m evaluation, the results show that the evaluators satisfy with this system because it prov ides their preferred functions in order to support the group decision making . In addition, the evaluators’ suggestions are mentioned to improve the system further
