AbstractSoftware piracy has always been a problem in Thailand. The software piracy situation in Thailand not only causes the loss of money, but also hurts Thailand’s reputation. Software piracy can be categorized into two levels which are individual and organizational level. The software piracy problems in the organizational level are observed and reprimanded by the government sectors. This study’s main objective is to find out the determinants that motivate individual to commit software piracy in workplaces in Thailand. The proposed model of this study is based on the theory of planned behavior. Two types of independent factors i.e., individual and organizational factors are added into the theory of planned behavior. The individual factors are established based on the cost and benefit of software. The policies, procedures, and the punishment regarding the software piracy are added into the model as organizational factors. The survey is conducted in three types of organizations which are public organizations, private organizations, and state enterprises. Pearson correlation is used to test the relationships assumed. The results reveal that the organizational factors have more effect on the intention to commit software piracy in organization than the individual factors. In addition, all organizational factors proposed had an effect on software piracy intention through the factors in the theory of planned behavior. The punishment certainty and punishment severity have the most effect on software piracy intention. An organization may use this study’s results to implement some controls as well as the punishment in order to mitigate the software piracy situation in workplaces.
