Abstract | Rail transport has been an effective mode of transportation throughout the world. It has been recognized as fast, convenient vehicle which can carry considerable large loads of passengers and goods. Currently, rail transport has been diversified with Sky t rain, Light Rail Transit, Mass Rapid Transit and Rapid Train which even maximize rail positivity. In Vietnam, the first railway line was built in 1885 transferring passengers and freight from Sai Gon to My Tho, one of the Mekong delta cities. In 1936, t he 1730 km - long national railway line named Sai Gon - Hanoi was constructed connecting South – North of Vietnam. Since then it has served lots of passenger and freight transfers from and to various places along the country from North to South. However, after 70 years of operation, North - South railway line and Sai G on station has show ed many weaknesses as obsolete technology, no innovation and upgrading a uniform, especially the monopoly of railway industry. It has a direct influence on the competitiveness of the railway sector and indirectly affects the transport system of HCMC at intersection between railroad and road which Sai Gon station is considered the most impact . Outdated technology, poor quality of service, slowly takes opinions of user are the main reason s lead to the Saigon station can not meet the transportation needs of HCMC travel demand as well as the location of the railway station unsuitable in the development of transport transport of HCMC. Therefore, the purpose of this study was to deter mine the impact of the Sai Gon Railway station to the transportation system of national and HCMC. From the results obtained will have a correction plans, adjust and develop plans for railway transport system of HCMC. Research methodology of this study is based on building a tool that was seen as an evaluation framework to assess a specific rail transport projects as well as assessing an investment transportation projects . The tool focuses on four main factors Capacity, Quality, Efficiency and Impact . By collecting data current transportation needs and anticipated travel demand in the future of the rail transportation and compared with the different types of traffic demand to determine the role and impact of Sai Gon railway stati on in serving the travel needs of HCMC and region. Besides, the study also surveyed and collected opinions from people using the services of Saigon station to evaluate a more comprehensive role as well as the satisfaction level of users.From the results of the analysis of the role of the Sai Gon station through assessment tool , research will answer the question: Should they move Sai Gon station out HCMC? W here is the appropriate place in removal case ? H ow to take advantage of the old rail way system and existing station more effective? Moreover, assessment tool is not only used to evaluate the railway traffic project but also absolutely can be used to evaluate other types of traffic project such as: roads, waterways, airways. At the same time it can also be seen as a support tool for planners and decision makers have more bases for making decisions correctly. However, due to limitations of the study, assessment tools focus only on the traffic aspect s and less attention to other aspects such as Socio - econo mic - Environment - Infrastructure and welfare society. |
