AbstractThe objective of the research project was to find out the benefits of "Partnerships public - private partnership (PPP) projects to apply for road network development in Bien Hoa City, Dong Nai province ” . Case studies are Tran Phu road projects. The research analyses needs, characteristics, methods and abilities to attract capital by t he private sector for development of road projects in Bien Hoa C ity, and introduces a number of choices of legal framework, methods, institutions and modes for operation of the PPP model in Vietnam. In addition, this piece of research present ed experiences , policies, and ways of countries in the world for raising capital from the private sector for infrastructure development, analysis of practical experience in international PPP implementation, the institutional constraints , rules , laws and information of Vietnam in promoting foreign private capital for PPP projects. The study put forward motivations for private sector to actively involved in the investment of public roads, and proposes necessary conditions to implement the project on Tran Phu PPP.
