AbstractThe process of urbanization in Vietnam is very fast. From 500 cities and townsin1990, it increased to 649, 656, and 752in 2000, 2010 and 2012 respectively. The proportion of urban population is 29.6% (2009). Urbanization can be the main cause of the UPSQ reduction in the city. Many local governments have developed policies to increase UPSQ in their cities but have some problems affected by the performance to maintain UPSQ. Therefore, the major objective of this study is focusing on Improvement and Management of UPSQ in HTT, KGP, and Vietnam. Mixed methods of both quantitative and qualitative methods were used in this study. A questionnaire survey was applied as quantitative method and face to face interview and observation were applied as qualitative method. The relevant documents, such as plan and policy of HTT, KGP were applied as secondary data in the study. As a result of the research and find solutions for the Improvement and Management of UPSQ to improved QOL of citizens. Ha Tien People’s committee has only focused on economic development, urban development and other activities to promote tourism, because Ha Tien is the tourist center of KGP and the Mekong Delta. They lack interest in Improvement and Management of UPSQ such as park, garden, and square. Effective solutions have to balance two requirements on the same development such as “put the UPS harmonious in UDP” and “State and People working together”. This study would be useful for Ha Tien People’s Committee consideration to integrate the tasks of Improvement and Management of UPSQ in local.
