Abstract | In Vietnam, development projects are often implemented with very slow speed, causing negative impacts on the development of the whole country. The main reason is the time of land acquisition process of projects was prolonged. The objective of this study is to determine solutions for improving this process with considering the psychological factors of land users. Bien Hoa city has large site and plays an important role in the Southern of Vietnam, so, studied projects were selected in this city with expecting that solutions can be applied to Bien Hoa city and other ci ties as well. The data for the research were collected primarily from the government agencies, investors and people in projects by means of reference, interviews, discussions, observations and surveys. Mixed methods of quantitative and qualitative were used to provide solutions. The research result shows that the land acquisition process of these projects in the city was suitable with the laws, in accordance with the theory on the basis of three main factors: land price, resettlement and livelihood recreation. However, psychological factor of land users which plays an important role, was not almost considered. Thus, this study indicates that psychological factor is present in all factors of land price, resettlement and livelihood recreation. It is therefore proposed that political, financial and social solutions to improve the process also considered the psychological factor. The research also shows the responsibilities of stakeholders: investors and government, and people who have acquired land in the implementation of these solutions. It is also recommended for further study, that the data should be collected in more detail, on the broader scope for proving more clearly the arguments mentioned in this study; or in the other direction, more specific ways to analyze the solutions. |
