AbstractThe use of fossil - based energy in various economic sectors produces significant amounts of GHG emissions, particularly CO 2, which cause global climate change. In Bangkok, Thailand, motorization has added on further load to the underdeveloped local infrastructure. Specifically, the road and bridge networks as well as the public transport are poorly planned; urban sprawl has continued in the metropolitan area. This leads to rising using of motorized vehicles. The main dissertation objective is to assess the current status of coordination and integration of energy and transport policies and actions with a focus on CO 2 emissions in transport sector. The study was conducted through mixed - method information gathering and panel discussions. Importance - performance analysis (IPA) was used as policy assessment method. The detailed methodology was guided by evidence from the literature review and experts’ view. Discussion and brainstorm including face - to - face, unstructured and exploratory interviews were carried out with those 35 experts and governmental officers to identify their perceptions of the issues and processes through which they interact to inform energy and transport strategies. This dissertation contributes by offering a typology for assessment method in coordination and integration of CO 2 mitigation policies between energy and transport sectors. The findings underline the substance in practice, CO 2 mitigation policy link between separated sectors continues to be weak because of the lack of appropriate institutional structure for coordination and integration policy. It was found that multi - instruments, autonomy of sectors and normative value are important factors and success opportunity to enable effective coordination and integ ration of policies for CO 2 mitigation. Finally, the study proposes an integration mechanism through investigation of policies process, assessment of performance outcome of relevant policies and analysis of significant factors influencing cohesion. The strategy thrusts are development of coordination unit, promotion of strategic decision - making, subsidization of low - carbon emission technology, and promotion of travel demand management strategy to mitigate CO 2 emissions. The propose strategies can help the government to overcome the coordination barriers between energy and transport sectors. The possible applications include initiatives on integrated strategies and mechanisms as well as processes to overcome the silo phenomenon as a key obstacle of coordination among sectors
