Abstract | This dissertation is about risk perception, typhoon response and evacuation decision behavior among 77 households and 141 older persons in a rural community of Chumphon province, Thailand. This is a qualitative research supported by quantitative methods. The community strongly perceived typhoon as a threat, exhibited an attitude of preparedness and emulated the local cultural tendency toward self-reliance and self-responsibility. Preparedness for typhoon required knowledge of its imminent arrival. Despite the lack of typhoon warning system, community relied on official weather forecast and environmental cues in locality. They communicated risk by door-to-door notification. Older persons and children were sent to safer location before typhoon arrival while some household members stayed guarding the property at homes. The factors responsible for typhoon evacuation were evacuation order, neighbor’s evacuation and available of assistance in evacuation. The factors of non-evacuation included unsafe route and shelter, inconvenient shelter, lack of transportation and the unknown duration to stay in shelter. Majority of the research participants indicated strong desire to evacuate their homes to a safer location if they received typhoon warning in future. The local administration had allocated resources according to legal and operational framework but demonstrated the lack of knowledge and understanding in risk reduction approach. |
