Participation of women with physical disabilities in the community-based rehabilitation : a case study of upper northern Thailand

AbstractA Community-based Rehabilitation (CBR) approach is adopted by many countries to help disabled people. This research attempted (i) to analyze the perception of rural women with physical disabilities (WPDs) towards CBR, (ii) to investigate the interplay between CBR and the self-alienation of physically disabled women from their communities, (iii) to assess the benefits gained from CBR participation and (iv) to analyze gender implications in CBR implementation. Both quantitative and qualitative approaches were used. One hundred and twenty-seven out of one hundred and thirty-two questionnaires were returned and forty rural WPDs agreed to provide information during face-to-face interviews. Based on descriptive statistics from SPSS programs and in-depth interviews, it was found that CBR and its benefits were barely capable of enabling women with physical disabilities to realize their sense of self within their community because CBR was unable to correct the community's erroneous impression of disability. Despite CBR participation, self-alienation of physically disabled women from their community still remained because CBR implementation relied heavily on medical practice and ignored gender as a major contributing factor. In addition, family members, CBR government officials, fieldworkers, local politicians and community failed to grasp the magnitude of social models in disability rehabilitation. In order to empower rural WPDs through CBR participation, CBR policy makers, CBR practitioners and community must (i) adopt a rights-based approach and social model of disability when dealing with rural WPDs and (ii) restructure and restate CBR objectives
