AbstractWater Policy making in Thailand is based on the conventional approach, which focuses on solving short term problems such as providing sufficient water to an increasing population and to more intensive land use. Crucial issues of Water Policy formulation are the degradation of the watershed ecological systems, inefficient water use, and conflicts over water use. The research is participatory, applying various kinds of participatory tools and methods: Participatory Rural Appraisal (PRA) and Agro - ecosystem Analysis (AA), participants’ observations. This research studied water policy formulation through a Multi - Stakeholders’ Platform (MSP) involving deliberative discussion, as well as knowledge and experiences sharing among key stakeholders involved. The research indicated that the polycentric institution which integrated so cial relations of various stakeholders at local level with the management structure and related authorities of the River Basin Committee is crucial mechanism to effe ctively manage local conflicts. The study concludes that the MSP has supported the collecti ve decision making of stakeholders involved in policy making, and facilitated the finding of practical solutions for water management. MSP can also assure that the negotiation process among actors involved will lead to a concept of water governance resulting in socially just and sustainable allocation of water resources
