Abstract | Pu Mat Nature Reserve is one of the most valuable protected areas in Vietnam. Vietnamese government and international organizations had made efforts to conserve the biodiversity of the Reserve. However, it’s resources are getting degraded at a fast rate due to various pressures, and local people have been often considered as illegal exploiters who cause the major loss of the Reserve’s biodiversity. In this study, the role of the local residents living in the Reserve is recognized in their relationship with the Reserve in aspects of forest resources use from their viewpoints. The study focuses on the determining the level of dependency of the local residents on forest resources, assessing the influences of the Reserve's policy on forest resources use to their livelihood, as well as investigating their attitudes towards the Reserve’s conservation policy among the zones as well as variation among the different household welfare groups. The socioeconomic data at household level in year of 1997 (just before the Reserve’s establishment) and in year of 2000 and the current attitudes of local people were collected from 54 households of 3 hamlets in the Reserve (one in the center of the core zone and two others in the buffer zone) by both PRA/RRA and survey methods. The results of the study analyzed by both statistical and participatory methods shows that the local residents heavily depend on the forest resources of the Reserve. However, since the establishment of the reserve, the majority of theses households, particularly the poor households in the core zone, has become more and more poor due to the loss of the rights to access the Reserve’s resources, and they widely keep negative perceptions towards the Reserve conservation policy. Thus, to create incentive to encourage the local people positive participation in the conservation. The Reserve’s policy should create the equity of the reserve resources use for local communities, improve their living standards, and strengthen their active participation in the biodiversity conservation and the development of the Reserve. |
